Warm Homes: Local Grant Expression of Interest walk through guidance
Introduction
The Warm Homes: Local Grant is now open for Expressions of Interest, and closes on 1 December 2024.
Expressions of Interest to this grant are made through an Excel form. To support organisations as they complete this form, we have produced a series of ‘walk through’ videos, providing step by step, detailed guidance on each element of the process.

What to expect with the Warm Homes: Local Grant Expression of Interest form?
Following feedback from the sector on previous phases of funding (for example, HUG2) the Expression of Interest form has been simplified. Organisations are now not required to submit any additional documents (like project plans or governance structures) at this initial stage. Questions have been colour coded to denote questions specifically for those applying as a consortium. And the Expression of Interest form has been revised to ensure it only asks for essential information at each stage, with the intention of making it easier to complete.
What are the elements of the Expression of Interest form?
There are eight sections of the Expression of Interest form; a section providing guidance, the five main sections for organisations to complete with their information, an annex for information from those requesting as a consortium and a privacy notice related to the form.
The main sections of the Expression of Interest include tabs for:
- Details on your organisation
- Delivery Assurance Checks
- Procurement plans
- Past performance
- Request for funding
Each section has supporting notes and guidance to help organisations compete the form as accurately and easily as possible.
What follows this Expression of Interest submission?
The submission of the Expression of Interest is the first step for organisations to take to access support from the Warm Homes: Local Grant. Following this, and once organisations sign an MOU, the mobilisation stage can commence, where teams can start to be formed and resourced and delivery practices can be defined.
There will be a mid mobilisation review during this period to check progress. This will include a delivery assurance check, which must be passed before organisations can progress with delivery.
Once in the delivery phase, organisations can submit batches of properties that are ready to be upgraded, to draw down funding.
