What is the mid-mobilisation review (MMR)?
The MMR is the first mandatory check on grant recipient (GR) progress as part of their mobilisation for delivery under the Warm Homes: Local Grant (WH:LG) program.
Conducted by RISE, the MMR assesses the readiness of GRs to progress into delivery by reviewing key documents and providing feedback.
Is the MMR mandatory?
Yes, all GRs must undergo an MMR. This is a condition of the funding offer.
What is the role of RISE in the MMR?
RISE colleagues will review key documents submitted by GRs. This will allow us to assess each GR’s readiness for delivery and act as an opportunity to provide feedback. Each document will be scored between 1-5, which will generate a red/amber/green (RAG) rating:
- Green
- Amber/green
- Amber
- Amber/red
- Red
The RISE reviewer will then produce a report detailing RAG scores, Recommendations, support options and a suggested date for the delivery confidence assessment (DAC).
What are the key documents that GRs need to submit?
- A fraud risk assessment
- A fraud management plan
- The DAC form, which includes escalation contacts, project resourcing, contractor procurement, delivery forecast, and income eligibility verification
What are the MMR steps from start to finish?
- Documents submission: GRs submit the required documents
- Critical friend review: A RISE reviewer will use a specific form to conduct the critical friend review
- Support required: The review will identify whether any support is needed to improve the documents that the GR has submitted
- Feedback: GRs will receive feedback and RAG ratings from the review
- Mock DAC: A RISE colleague will conduct a mock DAC
- DAC: Finally, DESNZ will conduct the DAC and decide whether the GR is ready to proceed.
