A RISE update in response to the DESNZ statement on ECO4, 23 January 2025
Introduction
Today (23 January 2025) the Department for Energy Security and Net Zero (DESNZ) issued a statement sharing information about instances of non-compliant installation of external wall insulation under the Energy Company Obligation Phase 4 scheme (ECO4).

The Social Housing Decarbonisation Fund (SHDF) and Home Upgrade Grant (HUG) operate under a distinct delivery model compared to other Government schemes (including ECO4).
The government is confident that these systemic issues are particular to solid wall insulation installed under the Energy Company Obligation 4 and Great British Insulation Scheme. This is because there is a stronger system of checks and balances in place for other energy efficiency schemes delivered through local authorities and social housing providers.
RISE provides expert-led guidance, one to one technical support and learning and development, available to local authorities and social housing providers to support the submission of successful housing retrofit funding applications and requests.
