Introducing RISE's Delivery Support Managers
Introduction
If you are a grant recipient of either the Warm Homes: Social Housing Fund or the Warm Homes: Local Grant, you may have already met someone from the RISE Delivery Support Manager team. This team is in place to act as a principal point of contact for Warm Homes grant recipients and provide comprehensive support during the mobilization and delivery of Warm Homes projects. RISE Delivery Support Managers come from diverse backgrounds, such as construction, project management and sustainability.

The role of the RISE Delivery Support Managers
RISE’s Delivery Support Managers will:
- deliver a Mobilisation Confidence Assessment to diagnose grant recipients readiness to deliver identify risks to delivery. Of Warm Homes projects.
- develop Mobilisation Action Plans (MAP) and commission 1:1 support as needed (including co-ordinating and engaging subject matter experts on behalf of grant recipients, as needed)
- hold regular meetings with grant recipients to monitor progress.
- facilitate the Mid-Mobilisation Review and Mock-Delivery Assurance Check (Warm Homes: Local Grant only).
Once a Warm Homes project is in delivery, RISE’s Delivery Support Managers will continue to carry out monthly Delivery Assurance Checks and provide guidance about Interim Delivery Partner processes.

Fiona McWhinne, Project Manager, SHF Regional Lead
A Project Management specialist, Fiona has worked on a wide range of infrastructure and IT projects in governments across the globe. Bringing together experience from Australia, the US, the Netherlands and now DNO operational projects in the UK, Fiona brings a unique insight to our Retrofit team.
Emily Martin, Senior Consultant, SHF Regional Lead
With a background in project management and experience in leading multi-disciplinary teams across all RIBA stages, Emily has a decade of experience working within corporate real estate, prior to transitioning to social housing programmes, across government grant funded schemes.
Elizabeth Head, Consultant, SHF Regional Lead
Elizabeth has experience delivering advice to decarbonise the built environment both domestically and commercially. She has experience supporting both applicants to, and recipients of, grant funding to deliver retrofit projects at scale, whilst also specialising in data and nature-based solutions for our towns and cities.
Louise Cook, Principal Consultant, SHF Regional Lead
With a robust background in architecture, Louise is creative and highly organised with a keen eye for detail. She is experienced in project managing a wide breadth of complex residential schemes, governmental and heritage projects across all the RIBA Plan of Work Stages.
Nia Hodnett, Senior Consultant, SHF Regional Lead
Nia has experience in the built environment both public and private sector estates. She has experience developing and delivering public sector decarbonisation grant funding schemes. Nia works with financial clients with ESG reporting and disclosures.
Adam Bennett, Senior Consultant, LG Regional Lead
Adam brings deep industrial retrofit knowledge developed over 6 years on hydrogen and electrification as well as industrial funding schemes such as IETF. He has transitioned to applying this knowledge to the housing sector supporting Grant Recipients through the Local Grant process in an approachable manner both pre- and post-grant award.
Bhavik Daya, Senior Consultant, Delivery Support Manager
Bhavik brings valuable insight as certified project manager, with close to 10 years of consulting experience. This paired with over two years of direct experience in housing retrofit funding rounds from application stage through to delivery.
Louise Hyde, Consultant, Delivery Support Manager
Louise has worked in the sustainability sector for 6.5 years, mainly focusing on retrofit projects. She worked on ECO, LAD and similar at Portsmouth City Council.
She’s qualified as a domestic energy assessor, retrofit assessor and has a bachelor’s degree in Architecture. She is also involved in the RISE L&D events.
Jalpa Vyas, Senior Consultant, Delivery Support Manager
Jalpa, a Prince 2 and MSP certified Project Management professional, has extensive global experience in delivering contaminated land, energy, and digital projects. She is adept at setting up governance and managing PMO functions for Retrofit Programmes and is also experienced in driving social value initiatives.
Gemma Horrex, Consultant, Delivery Support Manager
Gemma has a background in delivering housing retrofit projects and providing stakeholder engagement on infrastructure projects.
Gemma has worked previously on two phases of LAD in the charity and private sector.
