Warm Homes: SHF Strategic Partnerships, a guide to mobilisation
Introduction
If you have received confirmation from the Department for Energy Security and Net Zero that you will be receiving Warm Homes funding, you will soon be moving into the ‘mobilisation’ phase.

What is ‘mobilisation’?
Mobilisation describes the period between finding out that your resubmitted funding request has been accepted, and you being ready to start delivery of your project.
Rationalisation of your Warm Homes: Social Housing Fund project
You may have been asked to rationalise and / or re-submit your Warm Homes: Social Housing Fund application, and you need to undertake this before you can move through mobilisation. RISE has a wide range of resources, from on-demand content to toolkits, advice packs and articles, to help you rationalise your project.
Mobilisation of your project if you are a Strategic Partnership grant recipient
Part one: you’ve resubmitted your application, and are ready to move to mobilisation
At this point, you officially enter the mobilisation period. From this point, you begin to prepare for delivery.
How can RISE help you at this stage?
RISE’s support can extend throughout the whole of the mobilisation phase. There is an ongoing programme of Learning and Development activities, including online masterclasses, webinars, and bootcamp courses that are all designed to support project planning and mobilisation.
RISE also has a comprehensive range of resources (podcasts, recorded presentations, toolkits, articles and advice packs) that can be accessed at any time.
Important things to consider during this stage:
Have you familiarised yourself with the support that RISE can offer?
Have you registered for the Warm Homes Mobilisation Masterclasses and Webinars that are relevant to you?
Part two: Identifying the support you need
RISE will allocate a Delivery Support Manager to you, and together you will work to identify areas where you may still need some support. A plan will be developed for you, including a programme of one to one technical support, and recommended materclasses or bootcamps that may be helpful.
How can RISE help you at this stage?
Your Delivery Support Manager will make sure that you are making the progress you need to, and can provide access to support in areas including:
Policy
Data
Technical retrofit
Resident Engagement
Project Management
Procurement and Contract Management
Consortium Management
Important things to consider during this stage:
Have you engaged with your Delivery Support Manager to explore the help they can offer?
Part three: Signing your Grant Funding Agreement
As you are accessing Warm Homes funding as a Strategic Partnership, your next step, (one you and your Delivery Support Manager are confident that you are ready to deliver) is to sign the Grant Funding Agreement. This then sees you move into delivery.
How can RISE help you at this stage?
RISE’s ongoing Learning and Development offer can be accessed by you, or any of your team or partners, at any time. Through masterclasses and bootcamp training courses, podcasts, on demand video content, articles and toolkits, you can upskill your team, and keep your knowledge of retrofit up to date throughout the life of the project.
