Warm Homes: Local Grant, a step by step guide to the mobilisation phase

If you have received confirmation from the Department for Energy Security and Net Zero that you will be receiving Warm Homes funding, you will now be moving through the ‘mobilisation’ phase.

    What is ‘mobilisation’?

    Mobilisation describes the period between finding out that you will be receiving Warm Homes: Local Grant funding (and receiving your Memorandum of Understanding) and passing your Delivery Assurance Check (DAC) interview.

     

    Starting mobilisation

    At the point that you receive confirmation that your Expression of Interest to the Warm Homes: Local Grant scheme has been successful, you officially enter the mobilisation period.

    From this point, you begin to prepare for both the final Delivery Assurance Check interview (which happens at the end of mobilisation), and for the delivery of your project.

     

    How can RISE help you at this stage?

    RISE’s support can extend throughout the whole of the mobilisation phase. There is an ongoing programme of Learning and Development activities, including online masterclasses, webinars, and bootcamp courses that are all designed to support project planning and mobilisation.

    RISE also has a comprehensive range of resources (podcasts, recorded presentations, toolkits, articles and advice packs) that can be accessed at any time.

    Have you familiarised yourself with the support that RISE can offer?

    Have you registered for the Warm Homes Mobilisation masterclasses and webinars that are relevant to you?

     

    The Mid Mobilisation Review, and support from RISE

    The Mid Mobilisation Review is a critical stage in the mobilisation process. It is mandatory for all Grant Recipients, and it helps to ensure that all the key documentation that you’ll need for your Delivery Assurance Check interview is in place and as strong as it can be.

    The Mid Mobilisation Review involves submitting five key documents to the RISE team, who will then review the documents, and provide you with advice and support to address any gaps, or improve any areas that may need it.

    Those documents are:

    Your Fraud Management Plan

    Your Fraud Risk Assessment

    Your Named Escalation Contacts

    Your DAC Form, sections 2 (Project Resourcing); 3 (Contractor Procurement); 5 (Delivery Forecast) and 6 (Income Eligibility Verification)

    Templates of the Fraud Management Plan and Fraud Risk Assessment have been provided by the Department. The DAC Form can be downloaded from the Warm Homes: Local Grant web page.

    RISE will also allocate a Delivery Support Manager to you, and a plan may be created to ensure that you have access to all the help you need. This support will continue throughout the rest of mobilisation, for as long as you need it.

     

    How can RISE help you at this stage?

    By carrying out the Mid Mobilisation Review on your key documents, and by also working with you to understand any areas of risk that may exist around your project plans, RISE can help you to get ready for the final Delivery Assurance Check.

    RISE can offer support sessions and focused activity in a wide range of areas including:

    Data

    Technical retrofit

    Resident Engagement

    Project Management

    Procurement and Contract Management

    Consortium Management

    Have you booked a timeslot for your Mid Mobilisation Review? If not, contact rise@turntown.co.uk as soon as possible to do so.

    Have you prepared the documents that you need to submit for the review?

    Have you engaged with your Delivery Support Manager to explore the help they can offer?

     

    Preparing for, and sitting your Delivery Assurance Check interview

    The final Delivery Assurance Check interview is carried out with the Department, and this is the final stage of mobilisation. Passing this interview sees grant recipients officially leave the mobilisation phase, and move into delivery.

    You will book your final Delivery Assurance Check interview directly with the Department (please note that you are only able to undertake a Delivery Assurance Check once your Memorandum of Understanding has been signed and returned). Once you have passed this interview, you officially move into delivery.

     

    How can RISE help you at this stage?

    RISE is able to support you as you prepare for this interview, and can carry out a mock-interview to give you the chance to run through all your responses, check that you have everything covered and are completely prepared for the real thing. Whilst this isn’t obligatory, it can help you to prepare and feel confident going into the final interview stage.

    If, following the mock-interview, it is felt that you still have some areas to work on, the support from RISE can continue, and your Delivery Support Manager will work with you to identify what is needed and find the right ways to meet those needs.
