Privacy Policy for Retrofit, Information, Support and Expertise (known as RISE),
This notice sets out how Department for Energy Security and Net Zero (DESNZ) will use your personal data, and your rights. It is made under Articles 13 and/or 14 of the UK General Data Protection Regulation (UK GDPR).
This notice relates to data collected under www.riseretrofit.org.uk (or the Scheme) otherwise referred to as Retrofit, Information, Support and Expertise (known as RISE), or the RISE website. This is funded by the Department for Energy Security and Net Zero ('The Department').
This notice also relates to personal data collected under the Technical Assistance Facility 2 (TAF 2) contract. TAF 2 is delivered by Turner & Townsend funded by the Department for Energy Security & Net Zero (the Department). It explains what information we collect and why, who we may share it with, how long we keep it, what your rights are in relation to the data, and how you can contact us or the Information Commissioner’s Office (ICO) if you have any questions or complaints.

2. Purpose
The purpose(s) for which we are processing your data is to support the delivery and administration of the TAF 2, relevant energy efficiency grants and associated Department activity.

Delivery and administration of the Scheme may require linking of your data to other datasets held the Department.

The Department will be:

Supporting the administration of the TAF, relevant energy efficiency schemes (referred to as ‘the Funding Schemes’) and associated Department activities.

Producing and further developing the Knowledge Hub and toolkits to be made available to Local Authorities, Combined Authorities and Net Zero Hubs who will apply for DESNZ funding,

Making available an accessible area for members to discuss issues, and insights known as the Learning Community Portal
-
Supporting an assessment of whether the TAF has achieved its objectives to provide 1-2-Many services,
-
Supporting the Department to effectively publish statistical reports relating to the TAF 2 Online Portal,
-
Supporting an evaluation of the TAF 2 and associated home energy policies,
-
Supporting effect of government-funded fraud and non-compliance under TAF 2, and
-
Conducting an evaluation of the TAF 2.
This may include you being contacted to take part in further research. Where the research involves processing of personal data in addition to that already collected for delivery of the Scheme, you will be given the opportunity to opt-in to that research at the point of contact.
Your data may also be used for statistical, research and for the necessary purposes of the prevention, investigation, detection of fraud
3. Legal basis of processing
The legal basis for processing your personal data under Article 6 of the UK GDPR is:
Article 6 (1) (e)- Public task: Processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the data controller.
The specific public task is the delivery, administration and evaluation of, as well as statistical, research and fraud prevention purposes relating to, the Scheme, a government funded scheme aiming to support the development of a pipeline of high-quality retrofit applications to the funding schemes. Funding is provided to Cambridgeshire & Peterborough Combined Authority (referred to as “the Authority”) to support the delivery of the Scheme objectives. The Authority will independently collect personal data for user registration details to access the Knowledge Hub and Learning Community Portal from the TAF 2 Online Portal.
The TAF 2 Provider will process your data to support the above objectives to assist Local Authorities, Combined Authorities and Net Zero Hubs with the development of their applications, with the aim of improving the overall quality of the applications received and will support Local Authorities, Combined Authorities and Net Zero Hubs to build their knowledge and address gaps.
The TAF 2 Provider will require personal data from Local Authorities, Combined Authorities and Net Zero Hubs (as outlined in the ‘Your Data’ section above) for the Self-Assessment and Register your Interest forms, for registration process to access events and for one-to-one technical support.
Article 6 (1) (a) - Consent The external Monitoring and Evaluation Contractor will require your personal details to request your consent in taking part in monitoring and evaluation of the Scheme.
Your personal data will be used to request your consent for your data to be shared with the external Monitoring and Evaluation Contractor. The external Monitoring and Evaluation Contractor will process this data to contact you for your consent to take part in further research, and/or any further monitoring and evaluation activities. Your personal data may also be used to request your consent to be shared with future consortium partners/delivery contractors/partners for delivery of the TAF and Funding Schemes. You can withdraw consent at any time by contacting the Department or Turner and Townsend using the contact details at Section 8.
Use of your personal data to contact you to provide technical support through the TAF 2 Online Portal through the Authority.
Use of your personal data to contact you to take part in the Learning Community Portal through the management of the TAF 2 Online Portal through the Authority.
4. Recipients
Your personal data will be shared by us with:

The Authority, Cambridgeshire & Peterborough Combined Authority, who will manage the website development and all the activities within the website, including the registration process for the Knowledge Hub and Learning Community Portal

The Technical Assistance Facility (TAF) 2 Provider, Turner & Townsend, to provide technical support during the application window, to improve the quality of applications and to provide technical support

Turner & Townsend’s subcontractors and supplementary partners (see Annex A), who assist T&T in the delivery of the TAF 2.

Your personal data may also be shared with other Government departments where necessary to do necessary checks to prevent/ensure no fraudulent activity

Your personal data may also be shared with other Government departments, such as Ministry for Housing, Communities and Local Government (MHCLG) and Local Government Association (LGA), where necessary to communicate the promotion of funding with its members and to manage the process of grant award.
We may share your data if we are required to do so by law, for example by court order or to prevent fraud or other crime.
As your personal data will be stored on our IT infrastructure it will also be shared with our data processors Microsoft and Amazon Web Services.
5. Retention
Your personal data will be stored securely by the Department until March 2029 following the close of the Schemes. The Department may choose to store anonymised data beyond this period.
6. International Transfers
Your personal data will be processed in the UK. As part of our IT infrastructure, your personal data will be stored on systems provided by our data processors - Microsoft and Amazon Web Services. This does not mean we actively share your personal data with these entities; rather, they are technical service providers who host infrastructure supporting our IT systems.
7. Your Rights
You have the right to request information about how your personal data are processed, and to request a copy of that personal data.
You have the right to request that any inaccuracies in your personal data are rectified without delay.
You have the right to request that any incomplete personal data are completed, including by means of a supplementary statement.
You have the right to request that your personal data are erased if there is no longer a justification for them to be processed.
You have the right in certain circumstances (for example, where accuracy is contested) to request that the processing of your personal data is restricted.
You have the right to object to the processing of your personal data where it is processed for direct marketing purposes.
You have the right to withdraw consent to the processing of your personal data at any time. This can be done by contacting the Department or Turner & Townsend using the contacts provided in Section 8.
You have the right to object to the processing of your personal data.
You have the right to request a copy of any personal data you have provided, and for this to be provided in a structured, commonly used and machine-readable format.
