    Post-stage coordination is the final phase of the PAS 2035 process following construction and commissioning, it involves:

    • Project collation
    • TrustMark lodgement
    • Department of Energy Security and Net Zero (DESNZ) reporting
    • Monitoring and evaluation
    • Handover advice

    The six stages of the PAS2035 process:

    1. Preliminary work
    2. Retrofit assessment
    3. Pre-stage coordination
    4. Planning permission
    5. Construction coordination
    6. Post-stage coordination

    Project collation

    In the PAS 2035 process, project collation involves gathering and organising all relevant documentation and data throughout the retrofit project. This ensures that the project is well-documented, compliant with standards, and that all stakeholders have access to necessary information.

    TrustMark lodgement

    Once works are complete and upon receipt of the required documentation and certifications, the Retrofit Coordinator will make a lodgement of the project and measures implemented in TrustMark’s data warehouse.

    This process provides assurance that the work has been completed to a high level of technical skill and gives a long-term insurance backed guarantee, giving the homeowner peace of mind that the works have been completed correctly.

    Reporting

    Reporting PAS 2035 projects to the Department for Energy Security and Net Zero (DESNZ) is important for several reasons:

    • Compliance and accountability: it ensures that retrofit projects adhere to national standards and regulations, promoting consistency and quality across the industry.
    • Access to funding: many government-funded schemes, such as the Social Housing Decarbonisation Fund (SHDF), require compliance with PAS 2035. Reporting to DESNZ is necessary to quality for these funds.
    • Performance monitoring: reporting helps track the effectiveness of retrofit measures, ensuring they deliver the intended energy savings and environmental benefits.
    • Data collection: it provides valuable data for policy-making and future improvements in retrofit standards and practices.
    • Transparency: it enhances transparency and trust in the retrofit process, reassuring stakeholders that projects are being managed and executed to high standards.

    By reporting to DESNZ, you contribute to the overall success and credibility of the UK’s retrofit initiatives.

    Monitoring and evaluation

    Monitoring and evaluation will be carried out by a Retrofit Evaluator. There are two levels of this:

    • Basic evaluation: the minimum level of evaluation which must be applied to every domestic retrofit.
    • Further monitoring: where the basic evaluation indicates issues with the outcomes or there are suspected unintended consequences from the works.

    The Retrofit Coordinator must evaluate every retrofit project to determine whether the intended outcomes have been realised, and to identify and learn from any project-specific or systematic problems with the retrofit process.

    The basic evaluation covers the main questions:

    • Have intended outcomes been achieved?
    • Have there been any unintended consequences?
    • Is the client satisfied?
    • Are any elements not working as expected?

    Where it has been determined that further monitoring and evaluation is required, the Retrofit Evaluator shall design a further monitoring and evaluation plan, with a defined duration.

    Handover advice

    The retrofit design will specify requirements for the handover of the completed installation of energy efficiency measures, consistent with PAS 2030. The specified requirements for handover include:

    • Physical inspection of installed measures, an explanation of their function and operation, demonstrations of the operation of components, devices, and controls.
    • Information about safe operation, care, and maintenance of the installed measures.
    • Provision of documentation, including test certificates and commissioning records, operation and maintenance instructions and manuals for all installed products, and systems, warranty and guarantee certificates.

    The Retrofit Coordinator will verify that handover is to the occupants of the dwelling, unless the occupants are not the clients, in which case the landlord and clients will be included in the handover.

    What happens next?

    This stage concludes the PAS2035 retrofit process. Monitoring and evaluation should continue to ensure that performance remains in line with the project goals.
