RISE is evolving to support organisations preparing for delivery under Warm Homes. We spoke to Jordane Shaw, RISE Learning & Development, Communications & Engagement Strategic Lead, about this new strand of support - what topics will be covered, who it’s for and how to get started.

What kind of support is available under the new strand of RISE – support for Warm Homes project mobilisation?
The RISE learning offer will evolve to cover new topic areas relevant to organisations preparing for delivery under Warm Homes, it will be the same format that you usually expect from RISE – Masterclasses, Knowledge Shares, Podcasts and Toolkits and articles for the RISE website - just tailored to areas you’ll need to focus on to mobilise for delivery effectively. We’ll also have one-to-one support available through our technical support workstream.
What topics should we expect to see covered by these sessions? And how will it be different to the information you have shared about these topics before?
We have new topic areas focussed on everything from procurement to PAS2035, contract management, quality assurance and data specifics.
We also have a new, Resident Engagement course launching in February which will support housing providers and local authorities to ensure meaningful and considered engagement with residents, prior to retrofit works being carried out in their homes.
Who is this support for and how can it be accessed?
The Warm Homes project mobilisation support service is aimed at Warm Homes Grant Recipients, whether that is through the Warm Homes: Local Grant or the Social Housing Fund. It’s important to remember that RISE is still available to those organisations who aren’t expecting Warm Homes funding too – the wider service is still available to the whole housing sector and supply chain to upskill your retrofit knowledge – and we have some great new topic areas for everyone, including a new Masterclass on Biodiversity Net Gain.
What makes support for mobilisation so important?
The Warm Homes Local Grant and Warm Homes Social Housing Fund has been allocated a total of £1.79bn of funding to be delivered through eligible local authorities and social housing landlords between 2025 and 2028. This is the largest allocation of capital funding for housing retrofit seen so far, and will go a long way to improving the energy efficiency and warmth of millions of homes across the country.
In order to ensure that providers are ready to face the challenges and opportunities associated with retrofit delivery, RISE wants to ensure that there is a robust learning and engagement offer available to the sector, regardless of previous experience. Whether its hearing from other housing providers sharing their experience of delivery, to learning how to ensure assurance in your supply chain – RISE has something for everyone.

What are you most looking forward to as a part of this new support for Warm Homes project mobilisation?
I’m really looking forward to the launch of the new Resident Engagement Course – I have a long career in the housing sector and have seen how important it is to ensure that residents are engaged with, meaningfully, considerately and effectively when planning retrofit works in their home. We have seen some brilliant examples of housing providers going above and beyond to ensure that their residents are involved in the process, and would love to see that take root across the sector as we see delivery scale up.
